Google's Project Loon In Testing

Google's Project Loon is starting testing in California. The concept is to bring WiFi connectivity to areas of third-world Africa by using large balloons to relay the signals to more remote areas.  Some preliminary testing has already been done in other countries, presumably these current tests can be more easily tweaked, being closer to Google's home. Microsoft's Bill Gates, who's charitable foundation is heavily involved in working for improved healthcare in Africa, recently made some rather scornful remarks about the project:
“When you’re dying of malaria, I suppose you’ll look up and see that balloon, and I’m not sure how it’ll help you,” Gates said. “When a kid gets diarrhea, no, there’s no website that relieves that."
