D-Day For US Credit Cards

The US has lagged most of the rest of the world in the use PIN and chip credit cards, where the card has a microchip containing security data. However, the current swipe and sign method used here will fade away after October 2015, as things have apparently become critical following the Target debacle and other recent data thefts. The new technology is known as EMV (a trademarked name, referring to developers Europay, Mastercard and Visa), and it coming our way - not a moment too soon, it seems. While not infallible, this technology is a considerable improvement over what we currently have, and should relatively painless at least as far as you and I are concerned. The Wall Street Journal has an article on this, including why the US is just "catching up" now (which is what puzzled me).
